I am writing to seek two representatives from a health focused third sector organisation to become members of a Commissioning Advisory Group (CAG)
currently being established by my organisation, Welsh Health Specialised Services Committee (WHSSC).
You may be aware that the purpose of WHSSC is:
“on behalf of the seven Health Boards; to ensure equitable access to safe, effective, and sustainable specialised services for the people of Wales.”
As the new Managing Director of Welsh Health Specialised Services Committee (WHSSC), my key priorities include:
a) Strengthening the direction of WHSSC as a clinically led organisation;
b) Developing a strategy for specialised services through extensive engagement with stakeholders, including Health Boards, clinicians,
providers, patients and public and third sector organisations.
There are now five Associate Medical Directors (AMDs) in post who provide clinical leadership within each of the Commissioning Teams. However, in order
to strengthen the delivery of the performance management and quality frameworks, I am undertaking further work to establish clear escalation and
de-escalation processes. Critical to the successful operation of the escalation frameworks, is the CAG. The role of this group will be to scrutinise the
escalation of quality concerns, and the delivery of action plans developed in response by the provider organisations. In order to fulfil this role, the
membership will comprise:
- Four Health Board Planning/Commissioning Representatives.
Appointments will be for two years and will rotate so that all Health
Boards will have representation on the group over a four year period;
- Four patient and public representatives.
The meetings will be chaired by WHSSC’s Director of Nursing & Quality and established on a bi-monthly basis. A draft Terms of Reference is attached for
