Each council in Wales has a legal duty to provide you with information, advice and assistance services so
that you have the support you need to continue to care.
We need you to tell us what your experiences are so that we know what is happening in reality.
Each experience is unique which helps us to build up a picture of what is going on with carers’ rights across Wales.
From what you tell us we are able to see whether there are regional differences which helps us to tailor our
campaigning to focus on what needs to be done better.
We use the evidence we gather from you to influence decision makers and politicians.
The two briefings with the findings from the first years survey has been sent to decision makers and politicians to
keep them up to date with what is working well and where there is room for improvement.

What is Track the Act?
Track The Act was set up shortly after the implementation of the Social Services and Well Being Act
(Wales) 2014. It was set up to monitor and gather information from you on how the changes to the law
has affected you in reality.
The aim of the Act is to transform the way local authorities delivered services in Wales.
For you this has meant:
- a new broader definition of a carer
- a new duty on local councils to offer you assessments for your needs to help you care
- A new duty on local councils to meet your support needs depending on eligibility
Carers Wales, through evidence we have gathered from you during the first year have written two briefings on
how local councils across Wales are delivering your rights under the Act. As part of this process we also made
freedom of information requests to all 22 councils for further information.
The results from the evidence we have gathered so far has been used to shape our campaign and has allowed us to
work closely with Welsh Government, decision makers and politicians to open a conversation about what is working
well and where there needs to be improvement.

Maintaining the rights carers have and campaigning for better provisions never stops.
This is why it is so important to us that you, as a carer, complete our survey. Your evidence will give us a picture
of whether things have improved and what it’s like to be a carer in 2019. It will give us a comparison to last year
so we can see what is improving and what is not.
We will again use the evidence to inform policy and decision makers of how the Act is working in reality, highlight
good and bad practice to ensure that your rights become a reality.
